Manager Performance and Innovation (Chief Audit Executive)

The Opportunity
Reporting directly to the CEO, this is a high-trust leadership role at the intersection of performance, innovation, risk and accountability. You will own Liverpool's performance monitoring framework, lead our Innovation Program, serve as Chief Audit Executive, and co-develop our AI strategy — reimagining how local government delivers for its community.
You will develop and embed a council-wide performance monitoring and reporting framework, lead an Innovation Program that drives optimal performance and breaks down silos, and oversee internal audit and risk compliance. Working closely with the Audit Risk and Improvement Committee, you will also co-develop and implement Council's AI strategy to transform customer service and service delivery, while delivering complex, multi-stakeholder projects on time and on budget.
About You
You bring a relevant degree in business, risk management, IT or a related field, combined with senior management experience and proven excellence in multi-agency project management. You have a track record of leading teams and fostering cultures of innovation and high performance, a sound understanding of local government governance and risk frameworks, and exceptional communication and stakeholder engagement skills. A strong commercial acumen and the ability to manage competing priorities in a fast-paced environment round out your profile.
You possess highly developed analytical skills and a demonstrated ability to rapidly establish performance metrics and KPIs that are meaningful at every level of the business — from executive leadership through to frontline teams. Your proven excellence in transforming complex data into actionable insights, including through visualisation tools such as Power BI and the development of dynamic dashboards, will be critical to success in this role. A strong commercial acumen and the ability to manage competing priorities in a fast-paced environment round out your profile.
