Charters Towers - a living tribute to the history of Western Queensland.

Charters Towers Regional Council, located just an hour and a half’s drive from Townsville, represents over 12,000 residents. Charters Towers is a welcoming community renowned for its exceptional educational facilities and rich heritage. Strolling down its historic main street presents magnificent heritage buildings that tell the story of a proud past.

An exciting opportunity now exists to join Council’s management team as Manager Operations and play a key role in delivering essential infrastructure services for one of Queensland’s most ambitious Councils.

The Role
Reporting to the Executive Manager Infrastructure Services, the Manager Operations will provide strong, decisive leadership across both the Operations Programming and Operations Delivery Units, overseeing roads and environmental asset management, planning, construction, maintenance, disaster recovery and externally funded infrastructure programs.

You will also contribute to the Executive Leadership Team with high-level strategic advice.

Some key priorities will include:
  • Lead the delivery of Council’s roads and environmental construction, maintenance and disaster recovery works programs
  • Implement and continually develop Council’s Roads, Drainage and Environmental Asset Management Plans and strategic policies
  • Manage and deliver externally funded infrastructure programs in a coordinated and compliant manner
  • Develop business plans and performance standards for both Units, aligned to Council, community and customer needs
  • Build a positive workforce culture with a focus on performance, capability and continuous improvement
  • Manage financial, human and asset resources to optimise Council’s performance and meet community needs
  • Represent Council within the community, business sector, government agencies and broader environment
About You
As a highly regarded leader of people, you will bring proven experience in one or more of the areas of roads and environmental asset management, planning, construction, maintenance or disaster recovery program management. You will have a demonstrated track record of leading teams through periods of change, delivering programs on time and within budget, and building positive, high-performing cultures.

You will be comfortable working at both a strategic and operational level-contributing to Directorate-wide planning and performance frameworks while ensuring day-to-day service delivery meets community expectations.

Advanced communication and stakeholder engagement skills are essential, as is the ability to develop effective partnerships across a diverse community and with government agencies and funding bodies. Familiarity with relevant local government legislation and asset management frameworks will be highly regarded.

Qualifications and development demonstrably relevant to the functions and activities of the Operations Units will be highly regarded.
