Moree Plains sits at the heart of Northwest NSW, at the junction of the Newell, Gwydir and Carnarvon Highways. Its black soil plains and secure water grow more than a billion dollars of agricultural produce each year, in cotton, grain, oilseeds, livestock and oranges. It is one of the most productive agricultural economies in the country, and it is entering its most exciting chapter yet.

The Moree Special Activation Precinct, a 4,716-hectare industry precinct south of the town centre, is backed by the NSW Government to drive population growth and attract new industry across high-value horticulture, agrifood processing, freight and logistics, and renewable energy over the coming decades. It is the most significant economic opportunity in the shire's history.
The region’s producers are renowned for innovation, with Australia’s first Green Hydrogen project and other sustainable initiatives ensuring the continued growth of the ag sector. Harnessing that momentum, while keeping Council financially sustainable and delivering for existing ratepayers, is the defining leadership opportunity of this role.


The Opportunity
As General Manager, you hold ultimate responsibility for the management and direction of all Council operations. You are the single point of connection between the elected Council and the organisation, translating the Community Strategic Plan into services the community can see and rely on, and giving the Mayor and Councillors the strategic advice and honest counsel that good decisions depend on.

This is a whole-of-organisation leadership role at a genuine inflection point. You will lead the executive team, own the long-term financial and asset management plans that keep the shire sustainable, and leverage external opportunities so that the community and local economy capture the benefit. It is a role for a leader who wants their work to matter, in a place where the decisions made over the next few years will shape the shire for the next forty.
The Person
You are an accomplished senior executive with a proven record of transforming organisational culture and building high-performing teams. You are a strategic operator who can lead a discerning review of an organisation's plans and budgets, safeguard the effective use of public funds, and hold the line on financial sustainability while still setting ambitious, achievable goals.

You bring genuine experience delivering major projects to a high standard and embedding best-practice project management, and you understand and can lead best-practice governance. You lead with energy and presence, you drive productivity, and you build pride in serving the community. You are a skilled engager of communities and stakeholders, with the cultural competence and commitment to work genuinely and effectively with Aboriginal communities. Experience in a role of comparable size and scope is preferred, and tertiary qualifications in business, management or a related discipline are well regarded.
