Role Purpose
The Facilities Manager is accountable for the safe, compliant and well-presented operation of
Gazcorp's Liverpool retail precinct — comprising the Sydney Outlet Village (~18,000sqm), the
Homemaker Centre (~30,000sqm) and associated pad sites. Together, this is a significant and complex multi-format retail asset, and the Facilities Manager is the person who keeps it running at the standard the Directors, tenants and customers expect.
This is a broad, hands-on role that spans building operations, compliance, contractor management, financial management, tenant liaison and sustainability. You will work collaboratively across the full Gazcorp business — with Development, Construction, Marketing, Finance and the Directors — and you will be expected to exercise genuine ownership, operate comfortably outside a narrow brief, and set the standard for how facilities management is done across the portfolio.
The role requires someone who leads by example, embeds a culture of risk awareness across all contract partners, and is always looking for better ways to do things — while respecting what has been built before them.

Key Accountabilities
1. Asset & Building Operations
• Oversee the day-to-day physical operation of the Outlet Village, Homemaker Centre and pad sites — ensuring all building systems, plant and equipment are running safely, efficiently and to the standard expected of a quality retail destination
• Conduct regular site inspections across the full precinct; identify and resolve defects, presentation issues and maintenance requirements promptly and without waiting to be directed
• Maintain preventive planned maintenance (PPM) schedules across all assets within the
CMMS; ensure completion rates are consistently high and no critical maintenance tasks are allowed to become overdue
• Manage the tenancy delivery process for new tenants and refurbishments — coordinating access, fit-out approvals, builder inductions and handover inspections to a standard that reflects Gazcorp's expectations
• Maintain consistently high centre presentation standards across all common areas, car parks, service corridors and external areas — setting the benchmark that contract partners are held to
2. Compliance & Risk
• Own the compliance framework for the precinct — including the Annual Fire Safety Statement (AFSS), Building Code compliance, Development Approvals, council requirements and all relevant statutory obligations; ensure all deadlines are met without exception • Maintain a current risk register for the precinct; proactively identify, assess and mitigate risks before they become incidents — and ensure all contract partners understand that risk is a shared responsibility, not a Gazcorp-only concern
• Embed a culture of compliance and risk awareness across the full contractor and supplier base — through inductions, toolbox talks, site rules and consistent accountability
• Ensure all WHS obligations are met across the precinct; maintain records, conduct incident investigations and drive corrective action to close-out within SLA
• Manage all DA, council and authority interactions relevant to ongoing operations, minor works and any planned improvements — coordinating with the Development and Construction teams where required

3. Contractor & Supplier Management
• Manage the full contractor and supplier base for the precinct — including cleaning, security, mechanical, electrical, hydraulic, fire, landscaping and any specialist trades — driving genuine value from every contract relationship
• Hold all contract partners accountable to agreed KPIs, service levels and quality standards; conduct formal performance reviews and act decisively where standards are not met
• Set up and run tenders for new contracts and renewals as required; prepare scopes of work, evaluate submissions and make recommendations to the Head of Asset Management
• Ensure all contractors working on site are appropriately licenced, insured and inducted; maintain current registers and conduct periodic audits of contractor compliance
• Build productive, professional relationships with key contractors that drive better outcomes for Gazcorp — without compromising accountability or value
4. Tenant Liaison & Stakeholder Management
• Serve as the primary facilities point of contact for all tenants across the precinct — responding to operational requests promptly, resolving issues before they escalate and maintaining relationships built on reliability and professionalism
• Manage the day-to-day operational relationship with tenants: maintenance requests, access coordination, fit-out queries, compliance matters and any operational issues that arise during trading hours
• Work collaboratively with the Centre Manager, Leasing, Marketing, Finance, Development and Construction teams — contributing to precinct-wide outcomes and flagging issues that have cross-functional implications
• Represent Gazcorp in interactions with council, authorities, utility providers and other external stakeholders relevant to facilities and compliance matters

5. Financial Management
• Manage the annual facilities budget across the full precinct — including all OPEX line items, maintenance contracts, utilities and minor capital works — tracking actuals against budget monthly and providing clear variance commentary
• Manage capital works planning and delivery: develop the forward capital plan in conjunction with the Head of Asset Management, prioritise expenditure based on asset lifecycle and risk, and deliver approved projects on time and within budget
• Proactively identify and pursue cost saving opportunities across the contractor base, utilities spend and maintenance programme — quantify savings and report to the Head of Asset Management
• Ensure all contractor invoices are reviewed against scope, schedule of rates and contract terms before approval; maintain tight control over committed and forecast expenditure at all times
6. Sustainability
• Take ownership of the sustainability agenda for the precinct — monitoring energy, water and waste performance; identifying and implementing initiatives that reduce consumption, improve environmental outcomes and lower operating costs
• Utilise energy monitoring platforms (including Fountain Energy and Solar Analytics where applicable) to track consumption, identify anomalies and report performance to the Head of Asset Management
• Contribute to Gazcorp's broader sustainability goals by embedding best practice across the contractor base, tenant community and day-to-day operations — not treating sustainability as a reporting exercise but as a genuine operating standard
7. Asset Lifecycle & Capital Planning
• Maintain a current asset register and lifecycle plan for all major plant, equipment and building components across the precinct; use this to inform the annual and long-term capital expenditure budget
• Identify end-of-life risks and planned replacement requirements well in advance; provide recommendations to the Head of Asset Management with supporting cost analysis and prioritisation rationale
• Coordinate with the Development and Construction teams on any planned capital works, expansions or major refurbishments — ensuring operational continuity and tenant disruption is minimised throughout

8. Process, Administration & Record Keeping
• Build and roll out streamlined, documented processes for the facilities function — covering maintenance scheduling, contractor management, compliance tracking, inspection reporting and incident management — so the team can operate consistently and independently
• Maintain complete, accurate and audit-ready records across all facilities activities: maintenance logs, compliance certificates, contractor registers, inspection reports, capital works documentation and financial records
• Adapt readily to a dynamic environment where priorities shift and additional tasks arise — bring structure to complexity rather than waiting for clarity, and support the broader team wherever needed

Skills, Experience & Qualifications
Essential
• Minimum 5 years' experience in a facilities management role, with demonstrated
accountability for a large or complex built asset — retail, commercial or mixed-use preferred
• Proven track record managing compliance obligations including AFSS, WHS, building code and DA/council requirements in a multi-tenancy environment
• Experience managing a diverse contractor base — including cleaning, security, mechanical, electrical, fire and hydraulic services — with accountability for performance and value
• Sound financial acumen — able to manage and report against an OPEX budget, plan and deliver capital works, and identify cost savings with supporting analysis
• Experience using CMMS or facilities management software to manage and report on preventive maintenance programmes
• Effective communicator with the confidence to manage tenant relationships, hold contractors accountable and engage credibly with senior leadership and external authorities
• Willingness to work flexibly, including weekend or staggered hours, to meet the operational requirements of a retail centre environment
Desirable
• Experience in a retail centre facilities management role — particularly in a format combining outlet, homemaker or large format retail
• Familiarity with sustainability platforms including Fountain Energy, Solar Analytics or equivalent energy monitoring tools
• Tertiary qualification or trade background in Engineering, Building Services, Facilities Management or a related discipline
• Experience managing tenancy delivery processes including fit-out coordination, builder inductions and handover inspections
• Project management experience for capital works delivery
