About The Role
As the Section Manager People Services, reporting directly to the Unit Manager People and Culture, you will be responsible for the delivery of end-to-end payroll services for Council’s employees ensuring adherence to relevant terms, conditions, Awards, contracts and legislative requirements for Council’s employees. Further, the Section Manager People Services is also responsible for initial advice and information on People and Culture matters provided via a service centre model, as well as the delivery of remuneration and benefits and workforce analytics.
  
Key accountabilities

  • Maintain Council’s payroll systems and oversee end to end payroll processes to ensure accurate pay, conditions and entitlements for Council’s employees, whilst ensuring compliance with industrial and legislative obligations
  • Lead and manage the payroll, workforce analytics, remuneration and benefits and service centre functions ensuring that business needs are supported, foundational frameworks are implemented, policies and processes are documented, opportunities for efficiency are identified and excellence in customer service is delivered and valued
  • With support from the Unit Manager People and Culture and working collaboratively with the People and Culture leadership team, Finance, IT and ELT lead the project to implement a new payroll system and rostering time and attendance system for Council; and oversee the remuneration and benefits specialist position in the review of Council’s salary system
  • Collaborate with the People and Culture team to ensure Council’s payroll, rostering time and attendance, HR information system and people analytical reporting tools are effectively supporting people and culture functions, Council strategy and the business
  • Establish, maintain and continuously improve the People and Culture Service Centre in the provision of high quality first level People and Culture advice and service that supports the business
About You

As a highly regarded people leader, you will have a track history of leading teams through periods of change and growth, in conjunction with building cultures that you are proud of. It is likely that you will have significant experience of working within the Human Resources sector and within a large, complex organisational environment.

As would be expected of such a position, advanced verbal and written communication skills are essential, along with the ability to develop effective partnerships across both the organisation and external stakeholder groups.

It is expected that as a minimum you will hold tertiary qualifications in Business, Human Resources and/or a related field or extensive experience in a similar role.
